Smoking is a social custom in the PRC. China is the world's largest consumer and producer of tobacco.
Due to Chinese influence and occupation. In Tibet smoking is considered socially acceptable there is no restriction in public area, near the temple, restaurant, public transportation, and any age group,gender have the habit of smoking. 
This gentle man have collected cigarette butts near Jokhang temple and promoted a social awareness to public.
He emphasized :"Stop smoking in front of holy Jokhang Temple, reduce one cigarette, increase a pure holy place".
If every one initiate like him than we can create a better and healthier world.
